Baby Carriages and Strollers- Parking in Common Areas

On April 24, 2013, the Board of Directors adopted the following policy regarding parking of Baby Carriages and Strollers in Common Areas:

      The Board notes that Rule 6 of the Condominium’s Rules and Regulations provides, in part: “nothing shall be stored on the common elements without the prior consent of the Board of Directors except as herein or in the Bylaws expressly provided;” and that Rule 9 provides, in part: “nor shall baby carriages … or other articles of personal property be left unattended … on the common elements.”
       
      The Board is also aware that a number of residents have requested that these provisions not be interpreted as prohibiting the temporary parking of baby carriages or strollers outside building entryways while children are being taken to or from their units, and that it would be helpful to provide Management with guidance concerning the interpretation of Rules 6 and 9 in a manner that reasonably accommodates the needs of families with small children.

   Therefore, the Board hereby advises Management that baby carriages and strollers shall not be considered to be “stored” or “left unattended” within the meaning of these Rules when they are parked briefly (not more than 20 minutes) outside building entryways while children are taken to or from their units.
